Strategy Implementation

2. Advisory Workgroup Role

A. Review and provide guidance on workplan;

B. Identify interested persons for public participation;

C. Provide initial input and recommendations on five elements & 10 VSA 1684 and 1685;

D. Review and provide recommendations on the agenda of the various meetings;

E. Review, comment on and provide recommendations on ideas and suggestions obtained through meetings;

F. Provide suggestions for draft strategy elements;

G. Review comments obtained on Draft Strategy from Stakeholders and provide suggestions, comments and recommendations;

H. Provide recommendations for changes in Draft Strategy;

I. Participate in Strategy implementation.

3. Cadmus Participation

A. Review workplan;

B. Facilitate meetings (all meetings);

C. Provide explanation of capacity, capacity strategy and purpose of meeting at each meeting, as appropriate;

D. Review, comment and make suggestions on all work products;

E. Provide appropriate information and suggestions based on capacity development strategies of other states;

F. Provide stakeholder notification materials and suggestions.

4. Stakeholder, Owner/Operator, Water Supply Division Meetings

A. Purpose

1. Educational (Capacity Program)

2. Input on 5 program elements with emphasis on factors that impair or encourage capacity and suggestions for use of set-aside to encourage capacity and 1 0 VSA 1684 and 1685.

B. Outcome - List of comments or suggestions for each of the 5 capacity strategy elements. These lists will be maintained by adding to the lists developed at the previous meetings.

C. Schedule locations, times, etc. following first advisory committee meeting.

From the March 1, 2000 meeting:

Richard Abare, Gail Center, Lance Colby, Hubert Daberer, Cliff Eaton, Jim Fay, Stratton French, Leslie Gardner, Robert Higgins, Jack Hoffman, John Kiernan, Mike Lavalla, Tony Ciccarelli, Marc Maheux, Mike Mandigo, Tom Nesbitt, Howard Parizo, Peter Putis, Don Robisky, Rhonda Shippee, John Smith, Ken Spicer, Warren Steadman Jr., Dick Stillings, Ken Trask, Allen Wilcox, Steve Micheli, Allen Choinard.

1. Group decided that owner/operator meetings should be held in the evening. One will be held during the day. No less than 4 meetings for owner/operators, with a minimum of 2 weeks notice. Need to advertise all meetings in the newspaper.

2. Notice needs to go out to zoning, planning & town officials in a timely manner, may be done through the VLCT. A mailing will also go out to the House & Senate Institutions Committee, the Natural Resources & Energy Committee, and the House Fish, Wildlife & Water Resources Comm.

3. Move the statewide stakeholder meeting after the owner/operator meetings.

4. The advisory workgroup will contact operators in their area to encourage attendance at the owner/operator meetings.

5. The workgroup role to be determined at the next meeting on May 3rd, based on owner operator input.

6. Still aiming to present a draft strategy for the GMWEA meeting on May 18th.

7. Will request additional organizations and individuals to be represented on specific issue task groups.

8. Plan to have workgroup continue meeting to address implementation of strategy.

9. Prior to next advisory workgroup meeting provide a summary of public meeting results to the workgroup. Draft strategy will be discussed at the May 3rd meeting.

10. Statewide Stakeholder meeting to be scheduled for mid- April

Comments Made – Strategy ideas

Tom Nesbitt – Have school districts hire one individual to be responsible for the operation and maintenance of the water systems in that district.
