How the State Will Use the Authority And
Resources Of the Safe Drinking Water Act
- Fund a Position to work with TNC's on Permitting from Set
Asides
- Fund Sampling for School Systems
- Promote and possibly subsidize initial consolidation of
operation of School Systems by district or larger geographical area.
- Promote contract or regional consolidation of operation of
small systems.
- Fund owner/operator travel to meetings and training courses
and provide food.
- Develop a mentoring program on a geographical regional
basis and promote geographical regional owner/operator organizations and training.
- Obtain legislative authority allowing Secretary to make a
determination that a system is not viable and direct the water system to take appropriate
feasible actions to allow decertification i.e. drill wells, connect to another system etc.
- Strengthen link between owner/operator and the Water Supply
Division
- Do a newsletter and possibly target groups such as TNCs,
NTNCs and community systems to make more relevant
- Develop simple SPPs, O&M manuals, and Long range plan
models.
- Pay for and do sampling for TNC's
- Do the initial rounds of new sampling requirements.
- Promote alternative technologies and variances when
possible.
- More funding support for non-profit organizations.
Baseline information
- More flexibility to enter correct information in the
inventory would provide better data.
- Show what was prevented from going out of compliance as
well as what went out of compliance.
- Express as a positive rather than a negative i.e. number of
systems in compliance.
- Use number of major deficiencies in Temporary Operating
Permits as an indicator.
Encourage/Impair
- Lack of money, people, and resources.
- Part-time volunteer employees - lack of communication and
professional involvement with peers of owners/operators.
- Lack of understanding by Owners/operators of Public Health
Reasons for rules and past local situations that demonstrate the public health reasons for
the rules and regulations.
- Lack of good communication from the Water Supply Division
with owners/operators i.e. newsletters/public announcements.
- Coordination of Regional Office and WSD Staff on Water
Supply Issues.
- Owner/Operator Perception of costs to do SPP, O&M
manual, long range plan etc.
Prioritize Systems
- Use Enforcement priorities to prioritize systems.
