How the State Will Use the Authority And
Resources Of the Safe Drinking Water Act
- Fund and find a mechanism to do assessment for identifying
Non-Community Water System (NTNC)
- Fund state labs with some Set-Aside funding to do testing
that are being sent out of state now.
- Develop a mentoring program on a geographical regional
basis and promote geographical regional owner/operator organizations and training. Promote
large system versus small system communication.
- Consider or fund technical assistance for reducing
engineering cost to small water system. Consider templates using certain technologies.
- Assist or provide funding for doing sampling for public Non
Transient Non-Community water system (NTNC) and public Transient Non-Community water
system (TNC) .
- Fund a program to provide templates for technical,
operational and financial capacity management. Keep it simple...!
- State wide advertising program to show how good the water
is with creative mailouts to the public with some press releases to promote activities.
- Educate the communities/volunteers on funding possibilities
and knowing their system operation and what it will cost. Water isn't free!
- Strengthen link between owners/operators and the Water
Supply Division.
Baseline information
- Develop a priority plan to assist in funding water system
that are complying versus water system that are making no effort for improvements.
- Express concern for using a point system for prioritizing
water systems for capacity funding. Not a recommend way to go.
Encourage/Impair
- Promote good communication with chain of command with
owner/ chief operator and the responsible owner to prevent chain of command issues.
- Educate new board members on their existing system
management responsibilities. Promote training at board meeting would be appropriate.
- Encourage discussion among board members on the legal
issues of being on the board. Insurance is expensive.

- Consider enforcement priorities to prioritize systems.
